The Lagos State Government has addressed public concerns following a viral video alleging that residents are being charged fees to install solar panels across the state.
According to official clarification, the claim circulating in the video is misleading.
Authorities explained that no general charge exists for residents across Lagos to obtain permits for installing solar energy systems in private homes. Instead, the requirement applies only to occupants of government-owned social housing estates.
These estates, managed by the Lagos State Ministry of Housing, operate under specific guidelines. Residents are required to seek approval and pay administrative fees before making structural or external modifications, including the installation of solar power systems.
Government officials noted that such installations are classified as alterations to existing building designs, particularly because the estates already have centralized infrastructure, including public electricity supply systems.
“All modifications must go through the Physical Planning and Survey departments for approval, compliance checks, and post-installation inspection,” a source within the ministry explained.

The clarification also highlighted that solar installations in these estates often affect shared spaces or building structures, making prior approval necessary to prevent disputes and ensure safety.
The enforcement action seen in the viral video reportedly involved officials from the Ministry’s Monitoring and Compliance Unit. Authorities stated that the individual involved did not obtain the required approval before proceeding with the installation.
The government further emphasized that past incidents involving unauthorized alterations; including roof damage and fire outbreaks, have made stricter compliance necessary to limit liability and protect residents.
Officials advised occupants of government housing estates to seek proper authorization before undertaking any external modifications to avoid penalties or enforcement actions.
